During a purchase of HDB flat, it is in general, the buyer have to pay the stamp fees, unless agreed otherwise.
What is the case for transfer of ownership? FAQ's of HDB don't have a question in this regard. I am looking for a quick reply here. Should the stamp-fees be paid by the .....
