I guess nobody knows for sure but I would expect most of the elements applicable to the new PR may be also applicable to the REP renewal (different weight and magnitude perhaps). I.e. If you have sons (PRs) and you are non-PRC Chinese your chances would be high even with the low income. On top of .....
