Employing Filipina directly

Hi all, I need some information on how to employ a ex singapore filipina maid here.Currently ,the helper is in PHP. I called the embassy and they told me that I need to go thru an agency. When I asked one of my part timers, she told me that I dont have to do that. As agencies here and in Philipines .....
